While USPS is one of the first to set a deadline, this change reflects a broader push from destination countries to enforce HS code requirements across all carriers. To avoid delays or rejected shipments, it’s best to include HS codes on all international shipments, regardless of carrier. This update aligns USPS mailing standards with new regulations from the Universal Postal Union (UPU) and the World Customs Organization (WCO).

What is an HS Code?

An HS code is a standardized six-digit number used by customs agencies around the world to identify and classify goods. It’s part of a global system maintained by the WCO that enables consistent duties, tariffs, and trade tracking across countries.

Why is USPS Requiring it Now?

The change aligns with UPU regulations mandating six-digit HS codes on customs declarations for commercial goods. Many countries already require this information, and USPS is now formally updating its standards to comply.

This applies to all international mail classes—not just Priority Mail International or First-Class Package International Service.

USPS will not block label creation if the HS code is missing, but customs agencies in destination countries may hold or return your shipments.

On November 15th, the Canadian Union of Postal Workers (CUPW) began a national strike, resulting in a total shutdown of Canada Post operations until December 16, 2024. Collective agreements were reached that extended through May 22, 2025, which ensured no further disruptions until that date.

After further negotiations, on September 26, 2025, the Canadian Union of Postal Workers (CUPW) began another nationwide strike, prompting Canada Post to suspend all mail and package processing and delivery, including to P.O. boxes.

2024 Updates

12/13/24

“It is my view, and the view of the FMCS, that the parties are at an impasse,” said 

Canadian federal Labour Minister Steven MacKinnon in a statement earlier today. The Labour Minister is now sending the labor dispute between CUPW and Canada Post to the Canada Industrial Relations Board (CIRB) in an effort to resume Canada Post operations and get striking CUPW workers back to work. The resolution of the strike now requires CIRB to agree with MacKinnon’s assertion that the negotiations are at a standstill.

WHAT DOES THIS MEAN FOR SHIPPERS?

Despite recent movements, this situation is still ongoing. Canada Post customers still cannot ship or print labels at this time, and will not be able to do so until an official announcement has been made. 

WHAT ARE THE NEXT STEPS?

If the CIRB agrees, MacKinnon says the Labour Relations Board will order Canada Post, and all employees represented by the Canadian Union of Postal Workers, to resume operations and extend the terms of existing collective agreements until May 2025. 

Canada Post announced that they are reviewing the Minister’s announcement to prepare to participate as the situation progresses and comply with the directive.

On November 27, 2024, USPS announced a temporary suspension of all Canada-bound shipments, across all mail classes, effective November 29, 2024, in response to the ongoing CUPW strike.

We recognize the impact these disruptions may have on your shipments. Shipments already in transit to Canada through USPS will be delayed. To continue shipping to Canada, we offer a variety of services, including GlobalPost Standard, Economy, and Plus, to support you during this time.

As of March 1, 2023, parcels headed to most European Union (EU) countries will see increased customs regulations. Any goods sent to or passing through certain EU member states must have Harmonization System (HS) codes applied to customs forms. As a result of this change, the United States Postal Service (USPS) will now require an HS Code be applied for any goods sent to certain EU countries. These new regulations are designed to increase efficiency, accountability, and limit fraud and security threats on imported goods. 

Compliance with this new mandate and regulations help: 

  • Avoid fines, delays, and penalties associated with noncompliance.
  • Reduce security and safety risks. 
  • Ensure timely and efficient delivery.
  • Prevent customs delays and/or return of non-compliant mail items.

What are Harmonized System Codes

Harmonized System Codes (also referred to as Harmonized Codes, HS codes, HS Tariff codes, etc.)  are universally recognized codes for imported goods. HS codes are used to describe and classify imported goods. They follow the “Harmonized System Nomenclature.” HS codes allow for smoother entry and accurate customs and tariff charges. Once an order reaches an international border, customs officials identify goods and assess appropriate taxes, duties, and fees for items you ship. 

HS codes allow customs officials to quickly identify the contents of a parcel. These codes are six digits long and are comprised of a chapter, heading and subheading. The first two digits are the chapter. This is the broadest category for the item. The second two digits are the heading. And the last two digits are the subheading—these are separated by a period. Let’s look at a cotton t-shirt as an example.



  • Chapter 61 is for articles of knitted or crocheted apparel.
  • Heading 09 is for t-shirts.
  • Subheading .10 is for the material being cotton.

Tools like the Harmonized Tariff Schedule or the more premium Global Tariff Classification Research Tool for Trade.gov Users grant access to detailed lists of HS codes.

What are Customs Descriptions? 

An equally important requirement for shipping to the EU is providing detailed customs descriptions. These descriptions help provide the appropriate HS codes for each item shipped internationally. These are descriptions of each item that a parcel contains. Historically, the EU has not strongly enforced regulations based on what people write. However, vague descriptions like “gift,” “clothing,” or “artwork” will no longer be acceptable descriptions by the EU. 


Instead of generic terms like “Clothing” for a t-shirt, you would need to provide a detailed customs description such as “T-shirts, singlets and other vests, knitted or crocheted made of cotton.” This terminology is not something you are necessarily expected to know off the top of your head. Instead, there is a wide range of resources available to help you write the appropriate descriptions.  One such tool that provides descriptions is the EU’s Guidance on Acceptable and Unacceptable Terms for the Description of Goods. Delayed USPS surcharges from their January 2022 rate changes will be introduced beginning April 3rd for oversized packages with sides over 22” or 30.” To help avoid getting an additional surcharges on your GAP Domestic shipments, we’ve included more information about what these surcharges are and which services will be affected.

What are surcharges?
When packages don’t follow USPS regulations or dimensional changes, USPS can add extra fees, or surcharges, to shipments. Once scanned in to their system, USPS will check the dimensions of your package to confirm they match the measurement requirements of your selected service. If these measurements differ, USPS can issue surcharges to your packages. The surcharges received for multiple orders with the same, incorrect dimensions can quickly add up. Also, these shipments can take longer to process because USPS may have to take additional steps to correct the service.

What are the new surcharges?
In April, USPS is going to charge more for really long and really big packages. These charges apply to Priority Mail, Priority Mail Express, USPS Retail Ground, and Parcel Select, and these changes will not apply to Media Mail or First-Class Package Service. These surcharges will also be applied to both domestic and commercial shipments.

This means shipments with:

  • Sides longer than 22” will be subject to $4 fees,
  • Sides longer than 30” or over 2 cubic feet (3,456”) will be subject to $15 fees.

*Note: Your package’s cubic measurements can be found using [ Length x Width x Height ] / 1728.

Can I dispute an adjustment or surcharge?
