Any goods sent to or passing through certain <\/span><a href=\"https:\/\/www.gov.uk\/eu-eea\"><span style=\"font-weight: 400;\">EU member states<\/span><\/a><span style=\"font-weight: 400;\"> must have Harmonization System (HS) codes applied to customs forms. As a result of this change, the United States Postal Service (USPS) will now require an HS Code be applied for any goods sent to certain EU countries. These new regulations are designed to increase efficiency, accountability, and limit fraud and security threats on imported goods.\u00a0<\/span><br><br><strong>Compliance with this new mandate and regulations help:\u00a0<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li><span style=\"font-weight: 400;\">Avoid fines, delays, and penalties associated with noncompliance.<\/span><\/li>\n\n\n\n<li><span style=\"font-weight: 400;\">Reduce security and safety risks.&nbsp;<\/span><\/li>\n\n\n\n<li><span style=\"font-weight: 400;\">Ensure timely and efficient delivery.<\/span><\/li>\n\n\n\n<li><span style=\"font-weight: 400;\">Prevent customs delays and\/or return of non-compliant mail items.<\/span><\/li>\n<\/ul>\n\n<p><\/p>\n\n<h2 class=\"wp-block-heading\"><span style=\"font-weight: 400;\">What are Harmonized System Codes<\/span><\/h2>\n\n<p><span style=\"font-weight: 400;\">Harmonized System Codes (also referred to as Harmonized Codes, HS codes, HS Tariff codes, etc.)\u00a0 are universally recognized codes for imported goods. HS codes are used to describe and classify imported goods. They follow the \u201c<\/span><a href=\"https:\/\/taxation-customs.ec.europa.eu\/customs-4\/calculation-customs-duties\/customs-tariff\/harmonized-system-general-information_en\"><span style=\"font-weight: 400;\">Harmonized System<\/span><\/a><span style=\"font-weight: 400;\"> Nomenclature.\u201d HS codes allow for smoother entry and accurate customs and tariff charges. Once an order reaches an international border, customs officials identify goods and assess appropriate taxes, duties, and fees for items you ship.\u00a0<\/span><br><\/p>\n\n<p><span style=\"font-weight: 400;\">HS codes allow customs officials to quickly identify the contents of a parcel. These codes are six digits long and are comprised of a chapter, heading and subheading. The first two digits are the chapter. This is the broadest category for the item. The second two digits are the heading. And the last two digits are the subheading\u2014these are separated by a period. Let\u2019s look at a cotton t-shirt as an example.<\/span><br><br><br><img loading=\"lazy\" decoding=\"async\" width=\"748\" height=\"242\" class=\"alignnone wp-image-10440 \" src=\"https:\/\/www.goglobalpost.com\/wp-content\/uploads\/2023\/02\/HS-code-t-shirt.png\" alt=\"\" srcset=\"https:\/\/www.goglobalpost.com\/wp-content\/uploads\/2023\/02\/HS-code-t-shirt.png 1227w, https:\/\/www.goglobalpost.com\/wp-content\/uploads\/2023\/02\/HS-code-t-shirt-300x97.png 300w, https:\/\/www.goglobalpost.com\/wp-content\/uploads\/2023\/02\/HS-code-t-shirt-1024x331.png 1024w, https:\/\/www.goglobalpost.com\/wp-content\/uploads\/2023\/02\/HS-code-t-shirt-768x248.png 768w, https:\/\/www.goglobalpost.com\/wp-content\/uploads\/2023\/02\/HS-code-t-shirt-1080x349.png 1080w, https:\/\/www.goglobalpost.com\/wp-content\/uploads\/2023\/02\/HS-code-t-shirt-980x317.png 980w, https:\/\/www.goglobalpost.com\/wp-content\/uploads\/2023\/02\/HS-code-t-shirt-480x155.png 480w\" sizes=\"auto, (max-width: 748px) 100vw, 748px\" \/><br><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Chapter 61 is for articles of knitted or crocheted apparel.<\/li>\n\n\n\n<li>Heading 09 is for t-shirts.<\/li>\n\n\n\n<li>Subheading .10 is for the material being cotton.<\/li>\n<\/ul>\n\n<p>Tools like the <a href=\"https:\/\/hts.usitc.gov\/current\">Harmonized Tariff Schedule<\/a> or the more premium <a href=\"https:\/\/www.customsinfo.com\/trade-gov\/\">Global Tariff Classification Research Tool for Trade.gov Users<\/a> grant access to detailed lists of HS codes.<br><br>And that&#8217;s not all. These descriptions help provide the appropriate HS codes for each item shipped internationally. These are descriptions of each item that a parcel contains. Historically, the EU has not strongly enforced regulations based on what people write. However, vague descriptions like \u201c<\/span><b>gift<\/b><span style=\"font-weight: 400;\">,\u201d \u201c<\/span><b>clothing<\/b><span style=\"font-weight: 400;\">,\u201d or \u201c<\/span><b>artwork<\/b><span style=\"font-weight: 400;\">\u201d will <\/span><b>no longer be acceptable<\/b><span style=\"font-weight: 400;\"> descriptions by the EU.\u00a0<\/span><\/p>\n\n<p><br><span style=\"font-weight: 400;\">Instead of generic terms like \u201cClothing\u201d for a t-shirt, you would need to provide a detailed customs description such as \u201cT-shirts, singlets and other vests, knitted or crocheted made of cotton.\u201d This terminology is not something you are necessarily expected to know off the top of your head. Instead, there is a wide range of resources available to help you write the appropriate descriptions. \u00a0One such tool that provides descriptions is the EU\u2019s<\/span> <a href=\"https:\/\/taxation-customs.ec.europa.eu\/system\/files\/2021-03\/guidance_acceptable_goods_description_en.pdf\"><span style=\"font-weight: 400;\">Guidance on Acceptable and Unacceptable Terms for the Description of Goods<\/span><\/a><span style=\"font-weight: 400;\">.
